MINUTES

The Elmore County Commission met in Regular Session on Monday, September 26, 2022 at 5:27pm in the Elmore County Historic Courthouse Courtroom. The meeting was called to order by Chairman Stubbs. Chairman Stubbs gave the Invocation. Commissioner Hines led those present in the Pledge of Allegiance. The roll was called. There being present Commissioners Henry Hines, Mack Daugherty, Bart Mercer, and Chairman Troy Stubbs. Commissioner Desirae Lewis Jackson joined via teleconference. A quorum was physically present at the meeting. Commissioner Jackson was unable to be physically present due to illness and opted to participate electronically in accordance with county policy and Act #2022-421. The following proceedings were had to wit:

Regular Business:

Commissioner Jackson moved to approve the Minutes of the September 12, 2022 Commission Meeting. The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Mercer moved to approve the Memorandum of Warrants for the period of August 27, 2022 through September 16, 2022 (attachment 1). The motion was seconded by Commissioner Daugherty and passed unanimously.

Old Business:

Commissioner Hines moved to appoint Steve R. Forehand to The Ridge Improvement District Board (attachment 2). The motion was seconded by Commissioner Jackson and passed unanimously.

Commissioner Mercer moved to appoint Sharon Alexander, John Strickland, Harris Garner, Rhett Smith, and Art Faulkner to the Elmore County Industrial Development Authority Board (attachment 3). The motion was seconded by Commissioner Hines. Commissioner Daugherty recused himself, Commissioners Hines, Mercer, Jackson and Chairman Stubbs voted in favor of the motion. The motion carried.

New Business:

Commissioner Daugherty moved to approve setting a public hearing on Tuesday, October 11 at 5pm for a 050 – Retail Beer (off premises only) Alcohol License Transfer Application from Holley Mart 6 to G Mart by Georgia Road LLC at 10790 Georgia Road, Eclectic, AL 36024 (attachment 4). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Hines moved to approve amendments to the FY2022 Budget (attachment 5). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Mercer moved to approve the resolution to resurface and traffic stripe Willow Springs Road from Jasmine Hill Road east 1.931 miles to Redland Road, ECP 26-61-22 (attachment 6). The motion was seconded by Commissioner Hines and passed unanimously.

The Elmore County Commission met in Regular Session on Monday, September 12, 2022 at 5:48pm in the Elmore County Historic Courthouse Courtroom. The meeting was called to order by Chairman Stubbs. Commissioner Daugherty gave the Invocation. Commissioner Mercer led those present in the Pledge of Allegiance. The roll was called. Special Presentation:

Commissioner Jackson moved to approve the Constitution Week Proclamation (attachment 1). The motion was seconded by Commissioner Daugherty and passed unanimously.

Regular Business:

Commissioner Daugherty moved to approve the Minutes of the August 8, 2022 Commission Meeting. The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Hines moved to approve the Memorandum of Warrants for the period of July 30, 2022 through August 26, 2022 (attachment 2). The motion was seconded by Commissioner Daugherty and passed unanimously.

Old Business:

Commissioner Hines moved to approve the proposed vacation by adjoining land owner of a section of Providence Road (attachment 3). The motion was seconded by Commissioner Jackson and passed unanimously.

Commissioner Mercer moved to approve the County Commission redistricting map (attachment 4). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Jackson moved to appoint J. Pratt Austin-Trucks to the Community Action Partnership of Middle Alabama Board (attachment 5). The motion was seconded by Commissioner Mercer and passed unanimously.

New Business:

Commissioner Hines moved to approve the appointment of Commissioner Desirae Lewis Jackson as the Commission representative to the Mid-South RC&D Council (attachment 6). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Jackson moved to approve the revised ARP Allocation Plan (attachment 7). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Mercer moved to approve the FY2023 Humane Society of Elmore County Contract (attachment 8). The motion was seconded by Commissioner Jackson and passed unanimously.

Commissioner Daugherty moved to approve authorizing Chairman to execute dispatch agreements for municipalities and the County E911 Board (attachment 9). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Jackson moved to approve the FY2023 Diversion Grant Agreement with Department of Youth Services (DYS) and authorize Chairman to execute agreement (attachment 10). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Mercer moved to approve authorizing Chairman to execute Revenue Department Digital Information Cooperative Mapping Agreement with Alabama Department of Transportation [ALDOT] (attachment 11). The motion was seconded by Commissioner Jackson and passed unanimously.

Commissioner Hines moved to approve authorizing COO to execute new three-year lease agreement for copiers off state contract for Commission Office, Mapping Department and EMA Office (attachment 12). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Mercer moved to approve a Petition for Reimbursement of Excess Funds from Tax Sale of Real Property by Charles R. Reed II for 29-07-09-32-0-000-008.004 (attachment 13). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Jackson moved to approve the Investing in Alabama Counties (IAC) recommendations to accept bids for digitization of records, personal protective equipment, and COVID-19 testing kits and services (attachment 14). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Hines moved to approve awarding FY2023 Annual Competitive and Public Works Bid Inquiries in the attached spreadsheet to the lowest responsible bidders (attachment 15). The motion was seconded by Commissioner Daugherty and passed unanimously.

The Elmore County Commission met in Regular Session on Monday, August 8, 2022 at 6:06pm in the Elmore County Historic Courthouse Courtroom. The meeting was called to order by Chairman Stubbs. Commissioner Hines gave the Invocation. Chairman Stubbs led those present in the Pledge of Allegiance. The roll was called. Special Presentation:

Commissioner Jackson moved to approve the Resolutions honoring the Wetumpka Youth Softball and Baseball All-Star Teams (attachment 1). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Daugherty moved to approve the Proclamation for H.O.M.E.S Day: Home Ownership Means Economic Success (attachment 2). The motion was seconded by Commissioner Jackson and passed unanimously.

Regular Business:

Commissioner Mercer moved to approve the Minutes of the July 28, 2022 Commission Meeting. The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Jackson moved to approve the Memorandum of Warrants for the period of July 16, 2022 through July 29, 2022 (attachment 3). The motion was seconded by Commissioner Mercer and passed unanimously.

Old Business:

Commissioner Hines moved to approve the proposed vacation by adjoining land owner of an unnamed road off Hickory Hill in Woodhaven Subdivision (attachment 4). The motion was seconded by Commissioner Mercer and passed unanimously.

New Business:

Commissioner Hines moved to approve the Domestic Violence Grant Application and authorize Chairman to execute (attachment 5). The motion was seconded by Commissioner Jackson and passed unanimously.

Commissioner Mercer moved to approve FY2023 Detention Agreement with Montgomery County for (2) detention beds
(attachment 6). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Jackson moved to approve FY2023 Detention Contract with Department of Youth Services (DYS) for (1) detention bed (attachment 7). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Hines moved to approve the Resolution Approving Execution of Opioid Litigation Settlement documents
(attachment 8). The motion was seconded by Commissioner Jackson and passed unanimously.

Commissioner Jackson moved to approve the Resolution Opting Into Electronic Meeting Participation (attachment 9). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Hines moved to approve the FY 23 Budget (attachment 10). The motion was seconded by Commissioner Jackson and passed unanimously.

Commissioner Mercer moved to approve the advertising of a Public Hearing to consider the County Commission redistricting map at the September 12, 2022, regularly scheduled County Commission meeting at 5:00pm (attachment 11). The motion was seconded by Commissioner Jackson and passed unanimously.

Commissioner Daugherty moved to approve the Petition for Reimbursement of Excess Funds from Tax Sale of Real Property by Jill Christine Franklin for 29-13-06-23-0-001-009.001 (attachment 12). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Hines moved to approve setting a Public Hearing on Monday, September 12, 2022 at 5:00pm for the proposed vacation of a section of Providence Road by the adjoining land owner (attachment 13). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Jackson moved to approve authorizing the Chairman to execute Construction Agreement to resurface Cobbs Ford Road/Alabama River Parkway from South Edgewood Road east to Jackson Lake Road, Project #STPMN-2620 (258), ECP 26-48-21 (attachment 14). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Daugherty moved to approve the Consent Docket as follows:

Commissioner Mercer moved to approve the Minutes of the July 11, 2022 Commission Meeting. The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Jackson moved to approve the Memorandum of Warrants for the period of July 2, 2022 through July 15, 2022 (attachment 1). The motion was seconded by Commissioner Daugherty and passed unanimously.

Old Business:

Commissioner Hines moved to approve a 050 – Retail Beer (off premises only) and 070 – Retail Table Wine (off premises only) Alcohol License Transfer Application from Weoka Road Mini Mart, WRMM LLC to Weoka Road Mini Mart by HAAAP INC at 975 Weoka Road, Wetumpka, AL 36092 (attachment 2). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Jackson moved to approve awarding Bid Inquiry EMA 2022-2, EMA Warehouse Shelving, to the lowest responsible bidder (attachment 3). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Mercer moved to approve authorizing the Chairman to execute an agreement with the Alabama Department of Environmental Management (ADEM) for the collection, management, disposal and/or offering for beneficial use of discarded tires and regulated solid waste (attachment 4). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Jackson moved to approve the Consent Docket as follows:

Approve surplus of Sheriff’s Department vehicle and authorize the sale of same through Gov Deals (attachment 5)
Approve 40 hours sick leave donation from Dylan Ammerman to Mike Wingard (attachment 6)
Approve 50 hours sick leave donation from Christine Kodya to Mike Wingard (attachment 7)

The motion was seconded by Commissioner Daugherty and passed unanimously.

The Elmore County Commission met in Regular Session on Monday, July 11, 2022 at 5:44pm in the Elmore County Historic Courthouse Courtroom. The meeting was called to order by Chairman Stubbs. Commissioner Mercer gave the Invocation. Commissioner Hines led those present in the Pledge of Allegiance. The roll was called. There being present Commissioners Henry Hines, Mack Daugherty, Bart Mercer, and Chairman Troy Stubbs. Commissioner Desirae Lewis Jackson was not present for the meeting. The following proceedings were had to wit:

Special Presentation:

Commissioner Daugherty moved to approve the Resolution honoring the accomplishments of the Tallassee 10U All-star Baseball Team, State Champions (attachment 1). The motion was seconded by Commissioner Hines and all Commissioners present voted unanimously.

Regular Business:

Commissioner Mercer moved to approve the Minutes of the June 27, 2022 Commission Meeting. The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Hines moved to approve the Memorandum of Warrants for the period of June 18, 2022 through July 1, 2022 (attachment 2). The motion was seconded by Commissioner Daugherty and passed unanimously.

Old Business:

Commissioner Hines moved to appoint Ginger Henry to the Montgomery Area Mental Health Authority Inc., DBA Carastar Health Board (attachment 3). The motion was seconded by Commissioner Daugherty and passed unanimously.

New Business:

Commissioner Hines moved to approve setting a public hearing on Thursday, July 28 at 5pm for a 050 – Retail Beer (off premises only) and 070 – Retail Table Wine (off premises only) Alcohol License Transfer Application from Weoka Road Mini Mart, WRMM LLC to Weoka Road Mini Mart by HAAAP INC at 975 Weoka Road, Wetumpka, AL 36092 (attachment 4). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Daugherty moved to approve authorizing Chairman and COO to execute MOA with the Alabama Department of Conservation and Natural Resources and Agreement with ALDOT for the installation and maintenance of additional lighting at the Kowaliga Public Boat Ramp of AL 63 in Elmore County (attachment 5). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Mercer moved to approve joint resurfacing project with the City of Millbrook to complete the resurfacing of Oak Lane and McAdams Road. County reimbursing city for resurfacing costs related to the county’s portion of McAdams (attachment 6). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Mercer moved to approve FY 23 Commission Meeting Dates (attachment 7). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Daugherty moved to approve FY 23 Holiday Schedule (attachment 8). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Hines moved to approve FY 23 Rebuild Alabama County Transportation Plan (attachment 9). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Hines moved to approve FY 23 ARP Transportation Projects funded from previously approved allocation (attachment 10). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Daugherty moved to approve setting a public hearing on Monday, August 8 at 5pm to consider the proposed vacation by adjoining land owner of an unnamed road off Hickory Hill Road in Woodhaven (attachment 11). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Mercer moved to approve the Consent Docket as follows:

The Elmore County Commission met in Regular Session on Monday, June 27, 2022 at 5:30pm in the Elmore County Historic Courthouse Courtroom. The meeting was called to order by Chairman Stubbs. Chairman Stubbs gave the Invocation. Commissioner Mercer led those present in the Pledge of Allegiance. The roll was called. There being present Commissioners Henry Hines, Bart Mercer, Desirae Lewis Jackson, and Chairman Troy Stubbs. Commissioner Mack Daugherty was not present for the meeting. The following proceedings were had to wit:

Regular Business:

Commissioner Jackson moved to approve the Minutes of the June 13, 2022 Commission Meeting. The motion was seconded by Commissioner Mercer and all Commissioners present voted unanimously.

Commissioner Mercer moved to approve the Memorandum of Warrants for the period of June 3, 2022 through June 17, 2022 (attachment 1). The motion was seconded by Commissioner Jackson and passed unanimously.

Old Business:

Commissioner Hines moved to appoint Conrad White to the Central Elmore Water and Sewer Authority Board (attachment 2). The motion was seconded by Commissioner Mercer and passed unanimously.

New Business:

Commissioner Jackson moved to approve accepting the Investing in Alabama Counties (IAC) recommendation to reject all bids for digitization of records, personal protective equipment, and COVID-19 testing (attachment 3). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Hines moved to approve the county’s participation in a joint project with the City of Wetumpka, Elmore County Board of Education, and ALDOT to install traffic signal and right turn lane at the intersection of Chapel Road and AL 14 (attachment 4). The motion was seconded by Commissioner Jackson and passed unanimously.

Commissioner Mercer moved to approve authorizing Chairman to execute construction agreement to widen, resurface and stripe on Marion Spillway from Ingram Road to SR 143, Project #CRSAMN-2621 ( ), ECP 26-53-22 (attachment 5). The motion was seconded by Commissioner Hines and passed unanimously.

The Elmore County Commission met in Regular Session on Monday, February 28, 2022 at 6:42pm in the Elmore County Historic Courthouse Courtroom. The meeting was called to order by Chairman Stubbs. Commissioner Mercer gave the Invocation. Commissioner Lewis led those present in the Pledge of Allegiance. The roll was called. Regular Business:

Commissioner Lewis moved to approve the Minutes of the February 7, 2022 Commission Meeting. The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Mercer moved to approve the Memorandum of Warrants for the period of January 29, 2022 through February 18, 2022 (attachment 1). The motion was seconded by Commissioner Daugherty and passed unanimously.

New Business:

Commissioner Daugherty moved to approve the award of Bid Inquiry 2022-16, Residential Solid Waste Removal and Disposal Services, to the lowest responsible bidder (attachment 2). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Lewis moved to approve the request to local legislative delegation to authorize the opportunity for the public to vote on additional investments in education, public safety, public health and broadband (attachment 3). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Mercer moved to approve authorizing Chairman to execute five-year contract with Pitney Bowes for a SendPro P2000 Mailing System for the Administrative Complex (attachment 4). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Daugherty moved to approve authorizing Sheriff to execute three-year service contract with ADANI Systems for the BV5030 X-Ray Baggage Inspection System for Court Security (attachment 5). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Hines moved to approve authorizing Revenue Commissioner to execute contract with The Atlantic Group, LLC for aerial photography (attachment 6). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Lewis moved to approve awarding the Emergency Medical Services Request for Proposal to the lowest responsible bidder, Haynes Ambulance of Elmore County, and authorize Chairman to execute contract upon final review of County Attorney (attachment 7). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Daugherty moved to approve authorizing Chairman to execute construction agreement to install pavement markers, guardrail and end anchors on Claud Fleahop from SR-14 to S. Fleahop Road. Project No. HRRR-2622 ( ) (attachment 8). The motion was seconded by Commissioner Hines and passed unanimously.

Regular Business:

Commissioner Lewis moved to approve the Minutes of the January 24, 2022 Commission Meeting. The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Mercer moved to approve the Memorandum of Warrants for the period of January 15, 2022 through January 28, 2022 (attachment 1). The motion was seconded by Commissioner Daugherty and passed unanimously.

New Business:

Commissioner Hines moved to approve setting a Public Hearing for Monday, February 28, 2022 at 5pm to consider requesting a local constitutional amendment to increase investment in education, public safety, public health and broadband (attachment 2). The motion was seconded by Commissioner Lewis and passed unanimously.

Commissioner Daugherty moved to approve the American Rescue Plan project allocation plan. Approval to include authorizing Chairman and COO to execute necessary documents to carryout allocation plan and includes the necessary budget amendments to include projects in the FY22 budget (attachment 3). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Mercer moved to approve the parameters resolution to proceed with the issuance of County general obligation warrants to fund capital improvements and authorize the Chairman, Vice Chairman and COO to execute the Warrant Purchase Agreement (attachment 4). The motion was seconded by Commissioner Lewis and passed unanimously.

Commissioner Hines moved to approve authorizing COO and/or Chief Engineer to place orders for motor graders and heavy duty trucks/dumps as part of the County’s equipment rotation program for the FY23 budget cycle (attachment 5). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Lewis moved to approve authorizing Chairman to execute Memorandum of Agreement with the Montgomery Metro Communications Cooperative District (MMCCD) (attachment 6). The motion was seconded by Commissioner Daugherty and passed unanimously.

Regular Business:

Commissioner Lewis moved to approve the Minutes of the December 13, 2021 Commission Meeting. The motion was seconded by Commissioner Hines and all Commissioners present voted unanimously.

Commissioner Lewis moved to approve the adoption of the IAC Resolution and Policies related to expenditures of the County’s ARP allocation on Water and Sewer projects. Previously approved water tank rehabilitation reimbursement for the City of Tallassee (October 25, 2021) will operate under this resolution and policies (attachment 3). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Hines moved to approve authorizing Chairman and COO to execute employment contract with Riley & Jackson, P.C. to represent the County in the Opioid Litigation (attachment 4). The motion was seconded by Commissioner Lewis and passed unanimously.

Commissioner Mercer moved to approve the following budget amendments for FY21 Homeland Security Grant Awards. Add $717,563.41 to Revenue line item 001-44701-0000 EMA Federal Grants, add $717,563.41 to Expense line item 001-50541-2301 Equipment & Furniture (attachment 5). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Hines moved to approve setting a Public Hearing on Monday, January 24, 2022 at 5pm for a 050 – Retail Beer (off premises only) Alcohol License Transfer Application from Bush Grocery LLC to A and W Grocery by A and W Grocery LLC at 80991 Tallassee Highway, Eclectic, AL 36024 (attachment 6). Commissioner Mercer moved to approve Richie Beyer, Chief Operations Officer, as Program Director for the County’s ARP allocation (attachment 5). The motion was seconded by Commissioner Lewis and passed unanimously.

Commissioner Daugherty moved to approve a resolution and policy to establish a temporary premium pay program for eligible County employees as an expenditure of the County’s ARP allocation (attachment 6). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Lewis moved to approve compensating requesting employees for annual leave balances in excess of 240 hours during the month of January 2022 to reduce balances acquired due to the COVID-19 pandemic. The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Hines moved to approve local legislation to revise the distribution of the special sales tax in the Elmore County portion of Prattville (attachment 7). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Lewis moved to approve authorizing Chairman and COO to execute necessary documents to assist the City of Wetumpka with Master Planning for the Hohenberg and Wetumpka Sports Complex facilities. County to participate in up to 50% of the costs of the master plan and design work (attachment 8). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Daugherty moved to approve authorizing Chairman and COO to execute three-year service plan with Johnson Controls for Elmore County Jail Boilers (attachment 9). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Hines moved to approve contract addendum with Keet Consulting Services, LLC (KCS) to implement ArcGIS fabric parcel conversion and enterprise portal. Item to include necessary budget amendments for the expenditure from Revenue project funds (attachment 10). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Lewis moved to approve Sheriff to execute three-year leases for Sheriff Department copiers off State Contract (attachment 11). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Daugherty moved to approve the resolution to install guardrail, end anchors and pavement markers on Claud Fleahop Road from Alabama Highway 14 east 2.84 miles to South Fleahop Road (attachment 12). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Hines moved to approve setting a public hearing at 5:00pm on Monday, January 24, 2022 to consider the proposed vacation by adjoining land owner of a portion of Providence Road (attachment 13). The motion was seconded by Commissioner Daugherty and passed unanimously.

MINUTES

The Elmore County Commission met in Regular Session on Monday, November 8, 2021 at 5:40pm in the Elmore County Historic Courthouse Courtroom. The meeting was called to order by Chairman Stubbs. Chairman Stubbs gave the Invocation. Commissioner Mercer led those present in the Pledge of Allegiance. The roll was called. There being present Commissioners Henry Hines, Mack Daugherty, Bart Mercer, Desirae Lewis, and Chairman Troy Stubbs, the following proceedings were had to wit:

Special Presentation:

Commissioner Lewis moved to approve the Resolution recognizing the Edgewood Academy Volleyball Team (attachment 1). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Daugherty moved to approve the Resolution recognizing Case Edwards for an award in Agricultural Proficiency (attachment 2). The motion was seconded by Commissioner Hines and passed unanimously.

Regular Business:

Commissioner Hines moved to approve the Minutes of the October 25, 2021 Commission Meeting as presented during the Work Session. The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Mercer moved to approve the Memorandum of Warrants for the period of October 16, 2021 through October 29, 2021 (attachment 3). The motion was seconded by Commissioner Lewis and passed unanimously.

New Business:

Commissioner Lewis moved to approve setting a public hearing on Monday, November 22 at 5pm for a 160 – Special Retail – more than 30 days Alcohol License Application for The Ranch Multiplex by The Ranch Multiplex LLC at 2705 Williams Road, Wetumpka, AL 36092 (attachment 4). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Daugherty moved to approve awarding EMA Bid Inquiry EMA2022-1, LED Light Tower to Thompson Rental Store (attachment 5). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Lewis moved to approve the Consent Docket as follows:

Approve proposed plat for The Oaks at Eclectic (25 Lots) (attachment 6)
Approve extension of lease for Corn Creek Park as requested by Coosa River Paddling Club (attachment 7)
Approve Family Medical Leave Request for Robert Rogers, Equipment Operator (attachment 8)

The motion was seconded by Commissioner Hines and passed unanimously.

The Elmore County Commission met in Regular Session on Monday, October 25, 2021 at 5:40pm in the Elmore County Historic Courthouse Courtroom. The meeting was called to order by Chairman Stubbs. Commissioner Daugherty gave the Invocation. Chairman Stubbs led those present in the Pledge of Allegiance. The roll was called. Regular Business:

Commissioner Daugherty moved to approve the Minutes of the October 12, 2021 Commission Meeting as presented during the Work Session. The motion was seconded by Commissioner Lewis and passed unanimously.

Commissioner Hines moved to approve the Memorandum of Warrants for the period of October 9, 2021 through October 15, 2021 (attachment 1). The motion was seconded by Commissioner Daugherty and passed unanimously.

New Business:

Commissioner Mercer moved to approve authorizing the Chairman and COO to execute agreement with ASU for redistricting services (attachment 2). The motion was seconded by Commissioner Lewis and passed unanimously.

Commissioner Hines moved to approve authorizing Chairman, COO, and CFO to execute necessary documents for the Elmore County Commission to participate in the IAC Investment Program with the County’s ARP allocation (attachment 3). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Lewis moved to approve authorizing Chairman and/or COO to execute three-year contract with ThreatAdvice for cybersecurity services (attachment 4). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Daugherty moved to approve authorizing Chairman and/or COO to execute necessary documents to provide a $400,000 reimbursement to the City of Tallassee from the Elmore County allocation of American Rescue Plan (ARP) funds for the city’s eligible items of work for the restoration of the downtown Tallassee water tank. Approval includes the necessary budget amendments to handle this expenditure. The motion was seconded by Commissioner Lewis and passed unanimously.

The Elmore County Commission met in Regular Session on Tuesday, October 12, 2021 at 6:10pm in the Elmore County Historic Courthouse Courtroom. The meeting was called to order by Chairman Stubbs. Commissioner Hines gave the Invocation. Commissioner Daugherty led those present in the Pledge of Allegiance. The roll was called. Regular Business:

Commissioner Lewis moved to approve the Minutes of the September 27, 2021 Commission Meeting as presented during the Work Session. The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Hines moved to approve the Memorandum of Warrants for the period of September 18, 2021 through October 8, 2021 (attachment 1). The motion was seconded by Commissioner Lewis and passed unanimously.

New Business:

Commissioner Daugherty moved to approve the Domestic Violence Awareness Month Proclamation (attachment 2). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Lewis moved to approve the MOU pertaining to proposed improvements at the Elmore County Health Department Complex (attachment 3). The motion was seconded by Commissioner Hines and passed unanimously.

Commissioner Hines moved to approve the ACCA Workers’ Comp contract – three year renewal (attachment 4). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Mercer moved to approve the Sheriff’s request to utilize the 40% funding from Fund 169 to assist in the purchase of P25 radio equipment for the Sheriff’s Department (attachment 5). The motion was seconded by Commissioner Lewis and passed unanimously.

Commissioner Hines moved to approve awarding Bid Inquiry 2021-16 & Bid Inquiry 2021-18, sale of scrap sign posts and scrap signs to the highest responsible bidders (attachment 6). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Hines moved to approve authorizing Chairman to execute construction agreement to resurface and traffic stripe Haynes Road from SR-170 to SR-14, Project #STPMN-2620 (256), ECP 26-47-20 (attachment 7). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Lewis moved to approve authorizing Chairman to execute construction agreement to widen, resurface and traffic stripe Jasmine Hill Road from SR-9 (US-231) to Wetumpka City Limits, Project #STPMN-2620 (257), ECP 26-48-20 (attachment 8). The motion was seconded by Commissioner Daugherty and passed unanimously.

Commissioner Hines moved to approve authorizing Chairman to execute construction agreement to resurface and traffic stripe Williams Road from SR-21 (US-231) to SR-170, Project #STPMN-2620 (255), ECP 26-45-20 (attachment 9). The motion was seconded by Commissioner Lewis and passed unanimously.

Commissioner Lewis moved to approve awarding Debris Removal Services and Debris Monitoring Service Region 4 bids for the Alabama County Joint Bid Program to Looks Great Services of MS (Debris Removal Services) Debris Tech, LLC (Monitoring Services) (attachment 10). The motion was seconded by Commissioner Mercer and passed unanimously.

Commissioner Hines moved to approve the Consent Docket as follows:
