The Elmore County Emergency Management Agency and Homeland Security (EMA/HS) Office's mission is to provide coordination of resources, expertise, leadership, and advocacy through a comprehensive local emergency management program.

The Elmore County Civil Defense Office was created in the late 1950's as a result of the Civil Defense Act of 1950. The office was created for the defense against nuclear attacks. In 1979, FEMA was created and tasked with the response to, planning for, recovering from, and mitigating against all types of disasters and incidents. The Elmore County Civil Defense Office became the Elmore County Emergency Management Agency in the early 1980's as a result of the creation of FEMA. After the attacks of September 11, 2001, the U. S. Department of Homeland Security was created. In 2003, the Elmore County EMA Office became the Homeland Security point of contact and thus became the Elmore County Emergency Management Agency and Homeland Security Office (Elmore County EMA/HS Office).

The EMA/HS Office serves the citizens of Elmore County through preparing for, responding to, mitigating against and recovering from emergencies and disasters. The EMA/HS Office accomplishes its mission through emergency planning, coordination of resources, coordinating training and exercises, development of emergency warning systems, public awareness and education, and guidance to local officials. This mission is accomplished by the EMA/HS Office through working with many other local agencies such as; first response agencies (law enforcement, fire and emergency medical personnel), schools, hospitals, municipalities, local officials, highway departments, E-911, Search and Rescue of Elmore County, the Elmore County Hazardous Materials Team, churches, private and non-profit agencies and tribal officials. The Elmore County EMA/HS Office has direct partnerships with state and federal agencies. During times of emergency when local resources may become overwhelmed the EMA/HS Office works in conjunction with State and Federal agencies to coordinate needed resources and other forms of aid for the citizens.

The Elmore County EMA/HS Office administers many various FEMA and Homeland Security grant programs. These programs have been for equipment for local response agencies, individual storm shelters, emergency warning sirens, communications equipment, exercises and training, etc.

The Elmore County EMA/HS Office provides a variety of training for first responders and citizens through working with other agencies. The personnel within the EMA/HS Office work very diligently to stay current with the latest training opportunities to provide the best service possible for the citizens of Elmore County.

The Elmore County EMA/HS Office encourages all citizens interested in volunteering for disaster relief efforts to decide which organization they would like to volunteer with and start training with that agency ahead of time. In most cases, after an emergency or disaster strikes, it is usually too late to become a part of a team. Please contact our office to find out about various agencies with volunteers and volunteer training.

In addition, we encourage all citizens to be prepared for emergencies and disasters through having a personal plan of action and an emergency supply kit. Be sure and have your family trained on that plan.

•    Baby Supplies (formula, diapers, bottles, medications, etc.)
•    Sanitary Supplies (toothpaste, soap, etc.)
•    Documents (insurance policies, birth certificates, wills, deeds, titles, SSN cards, etc.)
•    Portable Radio with batteries
•    Cooking Utensils
•    Pet Supplies
•    First Aid Supplies
•    Special Medications
•    Food (three day supply canned & dried foods, canned/boxed drinks)
•    Bottled Water (three day supply: 1 gallon per person per day)
•    Blankets & towels
